Minister of Foreign Affairs and International Cooperation of the previous government, Bernard Membe has teamed up with a former colleague minister, Dr Makongoro Mahanga criticized the austerity policies of President John Magufuli to control foreign trips and to appoint a small council of ministers.
As with Dr Mahanga, the minister has lasted for nine years at the Ministry of Foreign Affairs said in reality, the president has reduced the number of ministries as he said, but has reduced "the number of bags", while stressing that the head of state will be forced out "wills should take" .
Membe has become the second minister of the government of President Jakaya Kikwete criticized the policy of austerity of the Government of Phase Five after Dr Mahanga, who has now moved to Chadema, criticize, saying the number of ministries is measured by looking at permanent secretaries and not the ministry and therefore the size of the Council Cabinet is still stagnant.
In an exclusive interview with The Citizen earlier this week, Membe had similar views and went off to talk even more control policy overseas trip by President refrain from traveling, saying "Tanzania can not survive as an island" in the world today.
austerity
Membe, who were on the presidential kinyang'airo and reach up to five, said the President has not clamp any use to reduce the size of the Cabinet, but he did it reduce the number of ministers and not the ministry.
"He Did it okay to have ten eggs then decide to put on ten bags, it means that you have ten bags with eggs," said Membe.
"But you can have the same number of eggs to be decided divides; three eggs you put in one bag, two in another fund and the rest in one package.
It means that you will continue to have ten eggs but has reduced the number of bags. Here now you have not reduced the cost of keeping these eggs. "
Trips out
The former MP in Lindi Millet, also criticized the censorship of foreign trips, saying Tanzania is not an island.
He was responding to a question lililomtaka explain the reality of the initiative of President Magufuli austerity to cancel foreign trips of ministers and other public servants.
Soon after coming to power, President Magufuli deleted all trips abroad for executives and civil servants, except only those that fetch the approval of the White House, as part of the strategy of the Government's austerity.
Magufuli President said in his speech to launch the House that from 2013 to 2015, the journey ziliigharimu Government Sh356.3 billion and that among these funds, Sh183.1 billion were used for airline tickets, Sh68.6 billion for training and Sh104.5 billion for the allowance.
Without allusions effects of deleting these journeys, President Magufuli had focused on spending money that could be saved.
"But ask those funds could make many dispensaries? They could make a house of many teachers? How many desks could make? They could buy medicine hospital how many tons? "He questioned President Magufuli in his speech which issued the direction of the Government of Phase Five.
But Membe, whose department was once defending Jakaya Kikwete trips abroad after opponents said ziligharimu over Sh4 trillion, said foreign trips are important for any nation.
"Tanzania is not an island, even in how the wealthy should go out of your country," said Membe, who has a degree in international relations skills he acquired United States.
"You must go yourself or your ministers and especially the Minister of Foreign Affairs because there are forums that ambassadors abroad are not allowed to enter.
"If you try to pretend the island will be like Zimbabwe. If you isolate yourself you will be Isolated (if separated, will be excluded). "
Membe said the country has only 36 diplomats worldwide among the 194 countries that need representation and worse, diplomats are not allowed to enter on some forums, and even if they entered they came to the stage of the decision will be disqualified.
"For example, Turkey does not have embassy, now you see the plane brings tourists from Turkey, do you think the Parliament of Turkey liliketi bring tourists to Tanzania? NO. We went out and convince you came, "said Membe ever explain that during the phase of President Jakaya Kikwete ministers were overlapped sky as if there is a fire ground.
" Also , today you hear gas , gas , gas have been found outside the consulate. Ministers were from abroad were seeking investors.
It is the work of the ministry to do all that. " Membe reiterated a statement he made a few days before the start of the process of general elections last year that should be the minister of foreign affairs to be out of the country for more time and the event is in the country for one month series, should is ill .
